The Livelihood Programme

Building Financial Stability and Sustainable Livelihoods

The Livelihood Programme seeks to empower low-income community members in the areas of employment, upskilling, and livelihood enhancement. It offers members opportunities to pursue their aspirations through seeking or sustaining employment and improving their financial stability.

Recognising that employment guidance and upskilling are most effective when they are catered to each individual, the programme provides personalised support and customised pathways that align with members' interests, strengths, and current circumstances to improve employment outcomes.

Customised Pathways

Livelihood Specialists will collaborate with members to chart customised livelihood pathways based on their profiles, aspirations, needs, and required areas of support.

Connecting to Resources

Connecting applicants to suitable partners and resources who can support their livelihood aspirations.

Livelihood Grant

Up to $2,500 per applicant to support members in pursuing their aspirations e.g. course fees; income loss support or training allowance during upskilling periods.

Eligibility Criteria

  • Applicant must be under 55 years of age,

  • Residing in HDB rental housing with children under 21 (i.e., ComLink+ families),

  • Applicant must demonstrate motivation and commitment to upskilling or employment upgrading,

  • Applicant must live within the Social Service Office @ Kreta Ayer or Bukit Merah service boundaries, or is currently supported by other SCC programmes.

Applicants who do not meet all criteria may be evaluated on a case-by-case basis.

To refer members to our Livelihood Programme, please email the following information to livelihood@sccfsc.org.sg.

  • Employment: Member's current and past employment

  • Education: Member's highest educational qualification, other certifications, and previous upskilling courses or training programmes

  • Spoken Language

  • Family Composition and Children's Education Status

  • Presenting Issues and Action Plans (if applicable)

  • Reason for Livelihood Grant Application and Desired Support

  • Please also ensure Members complete the following:
