Community Family Service Centre (SCC) Whistle Blowing Policy
DATA PROTECTION NOTICE
At South Central Community FSC, we believe in doing the right thing with integrity and transparency. Our Whistleblowing Policy ensures that everyone has a safe, supportive space to speak up if something doesn’t feel right. We value your honesty and are committed to protecting your identity while addressing concerns fairly. By sharing your voice, you help us maintain a trustworthy environment where we can continue focusing on what matters most—supporting our community and building a resilient future together.
1. Purpose
SCC maintains high corporate governance standards and complies with all legal and regulatory requirements. This policy provides a safe avenue to report concerns—such as malpractice, impropriety, or statutory non-compliance—without fear of retaliation. It aligns with the Code of Governance to guide individuals regarding possible irregularities within the organisation.
2. Assurance of Protection
The organisation guarantees that no person will suffer reprisals for reporting a genuine concern, even if the allegation is later found to be mistaken. This protection does not apply to reports that are intentionally untrue.
3. Action Against Malicious Allegations
Reports made with malicious intent or containing false allegations are considered a serious breach of good faith, and appropriate action may be taken against the individual responsible.
4. Process & Channels of Reporting
Identification: Whistle-blowers must disclose their identity to the Receiver when filing a complaint.
The Receiver: This is typically the Audit & Risk Committee (ARC), which is responsible for handling cases and ensuring issues are resolved by the Board or management.
Alternate Receiver: If a report involves the ARC Chairperson, the whistle-blower may contact the Alternate to the ARC Chairperson (an appointed Board Director).
Reporting Channels:
To the ARC Chairperson: Email whistleblowing_AC-Chair@sccfsc.org.sg.
Alternative Channel (regarding the ARC Chairperson):
Email: whistleblowing_Treasurer@sccfsc.org.sg.
Information to Include:
-Name, designation, and contact details.
-Specific concerns and the reasons for them.
-Background and history of the concern.
-Details of any previous attempts to raise the concern and why they were not resolved.
5. Confidentiality
Whistle-blower identities are treated with the strictest confidentiality. While SCC aims to keep reports confidential, it reserves the right to release an identity if required by law or for essential reasons. In such instances, the individual will be informed in advance. If they wish to remain confidential, they have the option to withdraw their report
