| KeyStart Home Ownership Programme
KeyStart enables families with children who are currently living in HDB rental flats to purchase their own home. We provide start-to-end guidance as well as grants to support families on this journey.
We provide 3 Pillars of Support, depending on each family's needs:
Home Ownership Guidance
Home Ownership Specialists will help each family navigate their unique pathway towards home ownership.
Access Fund Grant
This grant supports families with the cost of purchasing a HDB flat, especially when there is a cash shortfall that can be bridged with KeyStart support.
Basic Habitation Fund
Basic Habitation Grant
This grant supports families without sufficient means to pay for basic renovations and fittings in their new home to make it habitable for them.
KeyStart Eligibility Criteria:

The applicant should be a family with one or more children below 21 years old (i.e. ComLink+ family profile) living in a HDB rental flat, with at least 1 Singapore Citizen adult.

The applicant should have a stable marriage without marital issues or conflict, if they are married. If the applicant is currently undergoing divorce, he/she should only be referred to KeyStart after divorce has been finalised.

The applicant should have at least one adult household member who has sustained at least 6 months of continuous employment.

The applicant should be applying for Build-To-Order (BTO) and Sale of Balance Flats (SBF) flats from HDB.

The applicant should have sufficient time to meaningfully participate in KeyStart Programme and benefit from the guidance provided and savings matching grant (if approved). Typically, this refers to applicants who have not applied for a HDB purchased flat, or applicants who have not signed the Agreement for Lease (AFL) for a HDB purchased flat

Why Your Support Matters
Home Ownership is a key pillar of social security in Singapore, and the norm for the majority of Singaporeans. However, there are ~14,000 low-income families with young children who do not own a home and currently reside in public rental housing.
