Is the programme available island-wide, or is it limited to SCC’s service boundary?

Our programme is available to families across the entire island.

What size flats are supported by KeyStart?

KeyStart supports 2-3 room flats in Build-To-Order (BTO) and Sale of Balance Flats (SBF) schemes. For 4-room flats and resale flats, support is provided on a case-by-case basis, depending on individual circumstances. However, 5-room flats and larger are not supported.

What is the relationship between KeyStart and HDB?

KeyStart is not affiliated with HDB. However, we work closely with HDB to address any questions or concerns related to families' cases, especially for those transitioning from rental flats to home ownership.

What is the maximum coverage provided by the Access Fund and how is it provided?

The Access Fund is typically disbursed as a savings matching grant of up to $7,500. However, in exceptional circumstances, KeyStart may provide support of up $20,000 via the Access Fund.

Can KeyStart support a family who is collecting keys soon?

As KeyStart is a home ownership programme, we will prioritize families that can be meaningfully supported and strengthened in their home ownership journey through a holistic combination of our guidance and grants. This typically means the family should be referred to us earlier in their home ownership journey such that there is a longer runway to work with KeyStart on planning sustainable pathways towards owning a flat.

Is it possible to apply for only the Basic Habitation Grant?

KeyStart will prioritize families that can be strengthened in their home ownership journey through both the Access Fund Grant and Basic Habitation Grant.
